I used to work for a radio station that was part of a football club in the south of england. Watching the game from the commentary stand and one of the away fans was a huge (and i mean huuuuge) northern guy. But in general less potent teams are open to trade their players for money, sometimes trade him for another player if the offer is good or they dont want a player anymore (and no one wants to keep a player who does not function in the team, because he is not motivated and you can get good money for him). Some teams even make a decent profit by repeatedly finding new talent, then sell those players after a fews seasons, and then find new talent again. Sometimes they even get a player back they sold previously, which is not that good anymore but fits the team and the fans, and they get him very cheaply back as part of the major transfer. This can work quite well because the big teams cannot afford to develop young players in important matches, while teams in the lower end can, and they can still achieve their goals with more average, affordable players. It helpt to imagine the teams being in different tiers. You have the average teams who can still choose from the vast pool of talented, experienced, decent players or sometimes older superstars, but would never buy an expensive superstar which would be too good and too expensive for them. They will sell stars if they have them at their peak because from the money they can afford dozens of other players or better economics. Young superstar also sometimes choose to remain in such teams for a season or two because it allows them to develop without massive pressure, and while awaiting the offers that come, those teams are often quite good nationally and win most matches, so it can be a lot of fun to play for them. And you have the rest, which plays at the bottom of a league or in second division who mostly make do with more average players or their youth academy, and hope for better times when they have more success (like promotion or qualification for the international tournaments) which then leads to better economics, in which stadium size, good management and major advertisement contracts play a major role.

Here in England's West Midlands, I have noticed an anti-police attitude but without finding any real reason why, so I suspect it's more of a shallow, anti-establishment thing from certain sub-cultures.
